Les parallèles les plus proches viennent presque tous de Grèce (...) continentale et sont datés du Bronze Récent. Ce navire, qui ressemble à un vaisseau marchand à voile, nous fournit ainsi le premier indice d'une activité commerciale maritime de Malia au cours du Bronze Récent, et en particulier à l'époque post-palatiale. On august 9th 1980 the Belgian government took a number of important decisions with relation to the ports of Zeebrugge and Antwerp. The author takes this occasion to analyse and to evaluate the existing seaport policy in Belgium. The first section tries to give an answer to the question : why do public authorities intervene in port activities? Subsequently the article deals with the fundamental data for a port policy until 2000 and with the institutional organisation of this (...) policy. The two last sections present an analysis of the general orientation as far as investment, competition, employment, environment and international relations are concerned. The author arrives at the conclusion that seaport policy in Belgium has to be prepared in a more systematic way and coordinated with other branches of transport, energy and economic policy. (shrink)

Cet essai développe une approche «trichotomique» du désir transcendantal de l'être humain pour la croissance et le développement. Le but principal de l'article est de s'enquérir du monde «après la vertu», pour citer les paroles de Alasdair MacIntyre. On le fait en montrant qu'après la réalisation légitime du bien-être psycho-physique, la recherche de la justice humaine poussera l'humanité jusqu'au point où cette recherche se supprime elle-même. Les biens, en effet, auxquels nous ne pouvons qu'aspirer - comme une connaissance définitive, une (...) jouissance inconditionnée d'une identité authentique, une justice pleinement satisfaisante - sont en soi et pour soi au-delà de notre capacité. De cette façon, la recherche produit un résultat strictement mystico-théologique: nous sommes incapables de nous assurer du Dieu que nous cherchons naturellement. Dans l'angoisse qui s'ensuit, il ne reste qu'une option, et elle est radicale: l'abandon aimant de soi-même en Dieu ou l'entretien moral de soi-même. La dissolution assez inattendue des Chambres, le 24 septembre 1971 impliquait une promesse d'élection directe du gouvernement. Cette promesse s'est cependant vite volatilisée. Des élections calmes et traditionnelles ont pris le relais, le gouvernement ayant choisi uniquement le moment le moins défavorable pour les partis de la majorité.La composition des listes s'effectue dans un plus grand calme que de coutume et se déroule davantage par le biais de petits comités ou d'assemblées peu nombreuses. Cependant un grand changement de personnel se (...) réalise par le retrait plus au mains forcé de 65 parlementaires sortants; ce chiffre est, d'après la tradition établie depuis plusieurs élections, très élevé.En dehors de Bruxelles la campagne est calme. Une personnification se manifeste de plus en plus, aussi bien en Wallonie qu'en Flandre.En ce qui concerne la personnification, Bruxelles a une longueur d'avance. Le penchant pour l'«argumentation» symbolique est une autre caractéristique de la campagne. On ne s'oppose pas sur les points litigieux, on ne les expose même pas.Les résultats électoraux en W allonie et à Bruxelles diffèrent fondamentalement de ceux de la Flandre. En Wallonie et à Bruxelles de grands changements se font jour : le P.L.P. est le grand perdant tandis que le F.D.F./R.W. sort des élections en grand vainqueur. En Flandre, par contre, il y a peu de changements dans les chiffres globaux, mais de région à région de petits gains et de petites pertes sant enregistrés.Ceux-ci cependant vont dans des sens divers et même souvent radicalement opposés. L'explication de ces changements reste encore à fournir. Une fois de plus, le nombre des votes blanc et non valables à augmenté. La composition de la Chambre des Représentants et du Sénat issue de ces élections ne permet qu'une bipartite entre C.V.P. -P.S.C. et P.S.B. Les trois partis traditionnels possèdent encore numériquement plus des 2/3 des sièges. Certaines complications dans la réorganisation de l'Etat établie par la révision constitutionnelle, se font déjà entrevoir. Organizations such as the EU High-Level Expert Group on AI and the IEEE have recently formulated ethical principles and (moral) values that should be adhered to in the design and deployment of artificial intelligence (AI). These include respect for autonomy, non-maleficence, fairness, transparency, explainability, and accountability. But how can we ensure and verify that an AI system actually respects these values? To help answer this question, I propose an account for determining when an AI system can be said to embody (...) certain values. This account understands embodied values as the result of design activities intended to embed those values in such systems. AI systems are here understood as a special kind of sociotechnical system that, like traditional sociotechnical systems, are composed of technical artifacts, human agents, and institutions but—in addition—contain artificial agents and certain technical norms that regulate interactions between artificial agents and other elements of the system. The specific challenges and opportunities of embedding values in AI systems are discussed, and some lessons for better embedding values in AI systems are drawn. (shrink)

Amongst the Arendtian scholars, there is almost a consensus on Arendt’s supposedly reluctance to the question of the body. The Arendtian body is said to belong to the unpolitical realm of necessity, in other words, the body is a private matter that should not appear in public. It is antipolitical. However, in this paper, I want to suggest that there is a possibility to outline a phenomenology of embodied political action in what I think to be Arendt’s hidden phenomenology of (...) the body. To make my point, I will first show that what the scholars call the Arendtian body is in fact an Arendtian Body. Secondly, in the German version of The Human Condition, Arendt surprisingly used the Heideggerian term Befindlichkeit that, I will argue, outline the basis of a political phenomenology of the body in Arendt’s work. More precisely, I will try to show that political action is embodied, that there is a hexis, a pathos and an ethos of action. (shrink)

Current theories propose that our sense of curiosity is determined by the learning progress or information gain that our cognitive system expects to make. However, few studies have explicitly tried to quantify subjective information gain and link it to measures of curiosity. Here, we asked people to report their curiosity about the intrinsically engaging perceptual ‘puzzles’ known as Mooney images, and to report on the strength of their aha experience upon revealing the solution image (curiosity relief). We also asked our (...) participants (279) to make a guess concerning the solution of the image, and used the distribution of these guesses to compute the crowdsourced semantic entropy (or ambiguity) of the images, as a measure of the potential for information gain. Our results confirm that curiosity and, even more so, aha experience is substantially associated with this semantic information gain measure. These findings support the expected information gain theory of curiosity and suggest that the aha experience or intrinsic reward is driven by the actual information gain. In an unannounced memory part, we also established that the often reported influence of curiosity on memory is fully mediated by the aha experience or curiosity relief. We discuss the implications of our results for the burgeoning fields of curiosity and psychoaesthetics. (shrink)

Vladimir Solov'ev (1853-1900- is regarded as the most original and systematic of the Russian philosophers in the 19th century. He has once again become the subject of international scholarly attention both in Slavic countries and the West. This volume contains selected papers presented at the international conference on Vladimir Solov'ev held at Nijmegen University, the Netherlands, in September 1998. The scope of this conference was wide-ranging, dealing with theological, metaphysical, philosophical and historical themes. Though Solov'ev's broad intellectual activity defies any (...) strict attempt at categorisation, the editors have classified its major themes under the dual characteristic of reconciliation and polemics. Solov'ev was passionately committed to the reconciliation of all beings under the idea of all-unity, which he attemted to achieve by engaging in uncompromising polemics with his contemporaries, The thirty contributors to this volume are specialists from Russia, Ukraine, Bulgaria, Western Europe and the United States. We invite systematic consideration of the metaphors of cycles and circulation as a long-term theme in the history of the life and environmental sciences and medicine. Ubiquitous in ancient religious and philosophical traditions, especially in representing the seasons and the motions of celestial bodies, circles once symbolized perfection. Over the centuries cyclic images in western medicine, natural philosophy, natural history and eventually biology gained independence from cosmology and theology and came to depend less on strictly circular forms. As potent ‘canonical (...) icons’, cycles also interacted with representations of linear and irreversible change, including arrows, arcs, scales, series and trees, as in theories of the Earth and of evolution. In modern times life cycles and reproductive cycles have often been held to characterize life, in some cases especially female life, while human efforts selectively to foster and disrupt these cycles have harnessed their productivity in medicine and agriculture. But strong cyclic metaphors have continued to link physiology and climatology, medicine and economics, and biology and manufacturing, notably through the relations between land, food and population. From the grand nineteenth-century transformations of matter to systems ecology, the circulation of molecules through organic and inorganic compartments has posed the problem of maintaining identity in the face of flux and highlights the seductive ability of cyclic schemes to imply closure where no original state was in fact restored. More concerted attention to cycles and circulation will enrich analyses of the power of metaphors to naturalize understandings of life and their shaping by practical interests and political imaginations. The debate following Berlin's famous lecture Two Concepts of Liberty circled around the opposition between negative and positive liberty. Berlin delivered his lecture during the period of the Cold War. Therefore it not only provoked a very technical debate within analytic philosophy on the concept of liberty but also contained an important butdebatable political message: those who endorse positive liberty should be conscious of the fact that the logic of positive liberty leads, if not necessarily at least easily to despotism, (...) paternalism and even totalitarianism. It is no unimportant question then to ask whether no conception of political society can be developed which, without denying pluralism and negative liberty, would show that virtue and law are part of freedom, that freedom entails the exercise of certain actions without this leading up to the imposition of one conception of the good. In this article there is shown in what sense the republican or neo-roman vision of civil liberty can fulfil this requirement. The analysis of the different components of the republican conception of freedom shows that republicanism distinguishes itself from liberalism not so much by the defence of different institutions but by a different legitimation of them which ultimately has its origin in taking serious the proper finality of political society, in taking serious, as the Ancients did, the political and not only social nature of man. What do players of videogames mean when they say they want to shoot zombies? Surely they know that the zombies are not real, and that they cannot really shoot them, but only control a fictional character who does so. Some philosophers of fiction argue that we need the concept of imaginative desires to explain situations in which people feel desires towards fictional characters or desires that motivate pretend actions. Others claim that we can explain these situations without complicating human psychology (...) with a novel mental state. Within their debates, however, these scholars exclusively focus on non-interactive fictions and children’s games of make-believe. In this paper, I argue that our experience of immersive, interactive fictions like videogames gives us cause to reappraise the concept of imaginative desires. Moreover, I describe how i-desires are a useful conceptual tool within videogame development and can shed new light on apparently immoral in-game actions. (shrink)

This article reports on the development and teaching of compulsory courses on ethics and engineering at Delft University of Technology (DUT). Attention is paid to the teaching goals, the educational setup and methods, the contents of the courses, involvement of staff from engineering schools, experiences to date, and challenges for the future. The choices made with respect to the development and teaching of the courses are placed within the European and Dutch context and are compared and contrasted with the American (...) situation and experiences. The notion of responsible innovation suggests that innovators carry additional responsibilities beyond those commonly suggested. In this paper, we will discuss the meaning of these novel responsibilities focusing on two philosophical problems of attributing such responsibilities to innovators. The first is the allocation of responsibilities to innovators. Innovation is a process that involves a multiplicity of agents and unpredictable, far-reaching causal chains from innovation to social impacts, which creates great uncertainty. A second problem is constituted by possible trade-offs between different (...) kinds of responsibility. It is evident that attributing backward-looking responsibility for product failures diminishes the willingness to learn about such defects and to take forward-looking responsibility. We will argue that these problems can be overcome by elaborating what it is exactly that innovators are responsible for. In this manner, we will distinguish more clearly between holding responsible and taking responsibility. This opens a space for ‘supererogatory’ responsibilities. Second, we will argue that both innovation processes and outcomes can be objects of innovators’ responsibility. Third, we will analyze different kinds of responsibility and show that the functions of their attribution are not necessarily contradictory. Based on this conceptual refinement, we will argue that accountability, responsibility-as-virtue and the willingness to take responsibility are crucial for responsible innovation. (shrink)

In Belgium, as in most countries, each Minister or Secretary is assisted by a limited number of trusted collaborators who constitute the Ministerial Office.The article is an attempt to shed a light on the Chief Ministerial Officer who is the closest collaborator of the Minister.In order to show the role of the Chief Ministerial Officer, the article first describes the tasks, powers and composition of the Ministerial Office to proceed to a more extensive analysis of the functions, the appointment of (...) the Chief Ministerial Officer, and the question whether he can exercise executive power.The most important tasks of the Chief Ministerial Officer are: organization and coordination of the Office and its activities, acting as a «Liaison-Officer» with the Minister, passing on of information, exercising of a form of internal, political and administrative control.The article closes with some more personal remarks, pointing out a few guidelines which a Chief Ministerial Office, should keep in mind. In recent years, misconduct by CEOs has led to firings, scandals, and financial losses for companies. Our study explores personality antecedents of CEO misconduct using Five-Factor Model personality traits and personality disorder profile similarity indices. The sample of 259 CEOs used in the analysis includes CEOs who were involved in well-publicized misconduct scandals as well as CEOs who had no misconduct scandals. Teams of trained raters measured CEO personality using psychometric personality rating scales and video-based assessment methods. Logistic regression results (...) provided some support for hypotheses regarding relationships between ethical misconduct, fraud, excessive risk taking, and sexual misconduct and personality traits including “Big Five” traits and personality disorder profile similarity indices. Arriving at a moral judgment is not a straightforward or linear process in which ethical theories are simply applied to cases. Instead it is a process in which the formulation of the moral problem, the formulation of possible “solutions”, and the ethical judging of these solutions go hand in hand. This messy character of moral problems, however, does not rule out a systematic approach. In this article, we describe a systematic approach to problem solving that does justice to the complex (...) nature of moral problems and ethical judgment: the ethical cycle. Our goal is to provide a structured and disciplined method of addressing moral problems, which helps to guide a sound analysis of these problems. We will illustrate the usefulness of this cycle with an example. Further, we will discuss two general issues in applied ethics in relation to the proposed ethical cycle: the role of ethical theories and the place of individual judgment versus collective deliberation. Proactively including the ethical and societal issues of new technologies could have a positive effect on their acceptance. These issues could be captured in terms of values. In the literature, the values stakeholders deem important for the development of technology have often been identified. However, the relative ranking of these values in relation to each other have not been studied often. The best worst method is proposed as a possible method to determine the weights of values, hence it is used (...) in an evaluative fashion. The applicability of the method is tested by applying it to the case of smart meters, one of the main components of the smart grid. The importance of values is examined for three dimensions of acceptance namely sociopolitical, market, and household acceptance. (shrink)

When many people are involved in an activity, it is often difficult, if not impossible, to pinpoint who is morally responsible for what, a phenomenon known as the ‘problem of many hands.’ This term is increasingly used to describe problems with attributing individual responsibility in collective settings in such diverse areas as public administration, corporate management, law and regulation, technological development and innovation, healthcare, and finance. This volume provides an in-depth philosophical analysis of this problem, examining the notion of moral (...) responsibility and distinguishing between different normative meanings of responsibility, both backward-looking and forward-looking. Drawing on the relevant philosophical literature, the authors develop a coherent conceptualization of the problem of many hands, taking into account the relationship, and possible tension, between individual and collective responsibility. This systematic inquiry into the problem of many hands pertains to discussions about moral responsibility in a variety of applied settings. (shrink)
